The New Jersey Pony Breeders and Owners
association is a not-for-profit organization founded in 1957 to
serve and promote the pony industry in the state of New Jersey. The New
Jersey Pony Breeders and Owners association is represented on the NJ
Department of Agriculture Equine Advisory Board. NJ-Bred ponies owned by
members are eligible to participate in the NJ-Bred Equine Breeders Award
Program sponsored by the NJ Department of Agriculture.
The following are the New Jersey Department of Agriculture rules and
regulations for the New Jersey Bred Equine-Breeder Awards program that it
sponsors:
With the exception of non par-mutual racing, in order to qualify
for year-end non-racing breeder awards, a horse must enter a least
three different New Jersey horse shows under three different
judges. Futurities must be held with a minimum of three
judges. Furthermore, there must be at least two horses entered, shown,
and judged in each class.
If a horse is entered in a New Jersey horse show with only one
horse in its class, it will not receive any points towards breeder
awards, but the show will count as one of its three required New
Jersey horse shows.
If a designated breeding class at a pointed horse show does not
fill, the Grand or Reserve Champion class may be counted for New
Jersey Bred Points at the discretion of the breed organization, if the
organization has made this decision at the beginning of the year.
A New Jersey bred horse is:
Any foal dropped in the State of New Jersey, except for the
foals of transient mares. A mare will be considered to be a
transient mare if she does not reside in the State of New Jersey for
at least 120 consecutive days including the day of foaling. The
owner of a mare may be asked to submit proof of such residence to
the individual breed groups.
Any foal resulting from an embryo transfer from a mare who
resides 120 cumulative days in the State of New Jersey providing
blood typing of the mare, stallion, and foal carried out to
authenticate parentage. A mare must donate only in New Jersey, an
embryo transfer is agreeable to the nation registry of the breed;
The get of any stallion standing in New Jersey the full breeding
season of the year in which the foal was conceived. Stallions
standing in New Jersey must breed only in New Jersey for any yearly
breeding season;
Foals resulting from transport of semen from a stallion standing
the full season in the State of New Jersey will be considered a New
Jersey Bred providing blood typing of the stallion, mare, and foal
is carried out to authenticate parentage and semen transport is
agreeable to the national registry of the breed
In order to qualify for New Jersey non-racing breeder awards, at
least one owner shall be a member in good standing of the New Jersey
bred association represented on the New Jersey Equine Advisory Board,
which represents the particular breed group in which the breeder is
competing. In the case of a leased horse, the lessee shall hold such
membership. Nominations for Jersey Breds should not close before one
month prior to the New Jersey Bred All-Breed Horse Show.
Individual breed groups are responsible for the certification of
eligible horses and tabulation of breeder awards points and must
submit them to the New Jersey Department of Agriculture no late than
November 30 of the year in which they are earned.
Individual breed groups may require the additional conditions be
met to qualify for non-racing breeder awards. Such conditions must not
be in opposition to the intent of this section and must be approved
and recorded by the New Jersey Equine Advisory Board and the New
Jersey State Board of Agriculture each year prior to the show and
breeding season.
Each breed’s share of the year-end money is determined by:
The number of animals shown in the new Jersey All-Breed horse
Show.
The number of horses entered inn specific breed futurities. For
a futurity run by a New Jersey breed group at a separate location,
each New Jersey Bred horse’s owner must sign an owner’s eligibility
form which, along with a photocopy of the entry blank, must be sent
by the breed group to the New Jersey Department of Agriculture
within two weeks of the show.
The number of animals who race at the Trotting Bred Association
races. All owners must sign an eligibility certification form which,
along with a photocopy of the entry blank, must be sent by the
Trotting Bred Association to the Department of Agriculture within
two weeks of the race.
For the purpose of obtaining a year-end total of competitors for
each breed group, no animal is to be counted more than once by one
breed group. Horses that are registered with more than one breed group
may be entered in any division for which they are qualified.
Individual breed groups are responsible for supervising and
certifying to the adherence to the provisions of this section.
The New Jersey Department of Agriculture will accept the decision
of the individual breed groups regarding which horses are qualified to
receive non-racing breeder awards as well as the tabulation of breeder
awards points. Any disagreement with the decisions of the breed groups
must be presented to the officer and/or directors of the particular
group in question. The New Jersey Department of Agriculture will abide
by the decision of the breed group officers and/or directors unless
fraud or misfeasance is shown.
NJPB&O, INC. RULES FOR NEW JERSEY BRED NON-RACING
BREEDER AWARDS
Listed below are the NJPB&O, Inc. General Rules governing competition
for Non-Racing Breeder Awards for NJ-Bred Equines and in the NJ-Bred
All-Breed Horse Show. These high- score cash awards are open to registered
NJ-Bred American Shetland Ponies, NJ-Bred AMHR Minis, NJ- Bred Welsh and
Half-Welsh Ponies, NJ-Bred American Crossbred Ponies, and NJ-Bred Hackney
Ponies. Non-Racing Breeder Awards for NJ-Breds are referred to as “High
Score Awards.”
An individual must first have a NJ-Bred animal as defined in the
NJ Department of Agriculture’s Non-Racing Breeder Award Rules. (See
previous pages.)
Owner or lessee of the NJ-Bred animal must be a member of NJPB&O,
Inc. Membership application and proper fees to be mailed to Membership
Chair. A youth member (Under 18) may show a NJ-Bred animal for NJ-Bred
Non-Racing Breeder Awards provided they are the owner of said
animal. If the youth member is not the owner, then the owner of said
animal must be a member of NJPB&O, Inc. All entries must be made in
the name of the owner or lessee.
Animal must be nominated for life registration on a NJPB&O, Inc.
Nomination Form and the proper fee must be paid to NJPB&O, Inc. For a
transfer of ownership, a Transfer Nomination Form must be completed
and the proper fee must be paid to NJPB&O, Inc. For a leased animal, a
properly executed NJPB&O, Inc. Lease Form must be completed and the
proper fee paid to NJPB&O, Inc. All forms and fees should be mailed to
their division’s High Score Award Chairperson. No fee is required
after the first year’s life registration form and fee have been
received. An annual renewal form must be mailed yearly to the high
Score Chairperson for All-Breed groups. Note: You must use the
same social security number and the same name for payment throughout
the program.
Each animal must be 14.2 hands or under and must be registered
with its National Breed Group. A photocopy of the animal’s
registration papers for American Shetland Pony, AMHR Mini, Welsh or
Half-Welsh Pony, American Crossbred Pony, or Hackney Pony must be
mailed to the division’s High-Score Award Chair.
Existing members must send all nomination forms, membership
applications, proper fees, and photocopies of animal’s registration
papers to the proper Chairperson by January 31st,, with the
exception of current year foals, in order to have any points from
shows attended to count for NJ-Bred Non-Racing Breeder Awards. A $10
late fee will be charged for all late submissions. No exceptions will
be made. (revised 9/30/2007)
Owners of lessees are to send in their animal’s class placings,
regardless of winning or losing, from each show to their Division’s
High-Score Chair on the NJPB&O, Inc. Show Certification Forms. In
order for points to count these forms are to be postmarked not later
than October 3rd of the award year. The point year runs
from October 1 to September 30 of the award year. All owners are
encouraged to send in their forms as soon as possible after each show.
The high-score award chair and the division chair are responsible
for checking NJ-Bred Non-Racing Breeder Award year-end results. The
high-score chair will send a list of winners, show placings, and
points earned to each competitor two weeks prior to results being sent
to the NJ Department of Agriculture.
In the event of mistakes or omissions, the competitors are
responsible for contacting the division’s high-score awards chair and
division chair who will respond to the competitor as soon as possible.
Any and all grievances will be settled by following the proper
procedure as outlined in the NJPB&O, Inc. Constitution and By-Laws.
Once all competitors in each Division are in agreement on the
NJ-Bred Non-Racing Breeder Awards final placings, forms are to be
completed by the high-score chair, with the signers’ names and cash
amounts due to them and given or mailed to the NJPB&O Inc. Equine
Advisory Board Delegate, This delegate and another NJPB&O Board of
Director’s member will check the forms for accuracy and if correct,
forward same to the NJ Department of Agriculture. The Department of
Agriculture will then forward the proper checks to the NJPB&O,
Inc. treasurer for final disbursement to individual winners.
The individual divisions have their own set of rules which apply
strictly to that breed. Please refer to them for which shows are to
count, points, and any other information not covered herein. Please
verify each division’s rules before proceeding.
Each breed division must follow their National Breed Group Rules
(except that classes will be combined or split as necessary) in all
shows and competitions as well as the NJPB&O, Inc. rules. Crossbred
ponies must follow the rules of the American Crossbred Registry as
well as the NJPB&O, Inc. rules. The NJ Department of Agriculture’s
Non-Racing Breeder Award and NJ-Bred All-Breed Horse Show Rules for
NJ-Breds apply in all instances and will overrule all others.
Each division shall designate a person who shall be responsible
for resolving any problems involving their division on the day of the
NJ-Bred All-Breed Horse Show. The Equine Board Delegate and the Show
Secretary are to be informed of this person’s name prior to the start
of the show.
The division chair is responsible for checking entries at approved
show, and if necessary, request that classes be combined or divided as
necessary. A delegate appointed by the Chairperson may handle this
responsibility if necessary.
Participation in the NJ-Bred All-Breed Horse Show is mandatory for
receiving NJ-Bred Non-Racing Breeder Awards.
Exhibition, sponsorship, or voluntary participation in the
All-Pony show is mandatory for receiving NJ-Bred Non-Racing Breeder
Awards (High Score Awards) and any other awards offered by NJPB&O.
NJ-BRED AMERICAN SHETLAND PONY
A. Rules
All General Rules of NJPB&O, Inc. apply. See previous
pages. Membership, registration, nomination, and show certification
rules must also be followed. SEE GENERAL RULES A, B, C, D, E, F. OWNER
MUST FOLLOW ALL RULES AND SEND IN ALL INFORMATION BEFORE ANY POINTS FROM
THE SHOW ATTENDED WILL COUNT.
All animals must be certified NJ-Breds and must either be registered
with, or an application must be submitted to, the American Shetland Pony
Club.
All NJ-Bred American Shetland Ponies must nominate ANNUALLY
to compete for NJ-Bred Non-Racing Breeder Awards or to enter the NJ-Bred
All-Breed Horse Show. NJPB&O, Inc’s Annual Nomination Form must be sent
to the High Score Award Chairperson before any points from the shows
attended will count for NJ-Bred Non-Racing Breeder Awards.
If an animal is registered with both the American Shetland Pony
Club and the American Miniature Horse Registry, it cannot cross enter
any classes. It must enter either American Shetland Pony Classes or
American Miniature Horse Registry Mini Classes, but not both at the
same show or in the NJ-Bred Non-Racing Breeders Awards.
All scores from approved classes, at approved shows, with two or
more animals entered, shown, and judged shall count for NJ-Bred
Non-Racing Breeder Awards. If only one animal is shown and judged, it
will only count as a show attended; no points will be given.
Animals must be shown at three (3) approved shows in NJ,
under three (3) different judges, in order to be eligible for High
Score Awards. Any show that is double judged shall count as two (2)
shows. Animals may show at more than three (3) shows, but only points
from the best three (3) shows will count for NJ-Bred Non-Racing
Breeder Awards.
Participants must enter and show in all nominated
classes at the NJ-Bred All-Breed Horse Show in order to qualify
for NJ-Bred Non-Racing Breeder Awards.
Credit will be given for the first six places only
regardless of the number of ribbons offered. No championship points
will count. NJ-Breds placing Below Non-NJ-Breds will be moved up in
their placings accordingly.
Show Certification forms listing placings (win or lose) from shows
must be mailed to high-score award chair, and must be postmarked no
late tan October 3rd of the award year. Once these forms
are received, scores will be checked and tallied by the High Score

classes must conform to the specifications of the National Association
list of classes and each breed will be judged according to the rules
and regulations of its national breed association. Please be
up-to-date on the current rules, regulations, and breed group
specifications.

NJ-BRED AMHR MINI DIVISION
A. Rules
All General Rules of NJPB&O, Inc. apply. See previous
pages. Membership, registration, nomination, and show certification
rules must also be followed. SEE GENERAL RULES A, B, C, D, E, F. OWNER
MUST FOLLOW ALL RULES AND SEND IN ALL INFORMATION BEFORE ANY POINTS FROM
THE SHOW ATTENDED WILL COUNT.
All animals must be certified NJ-Breds and must either be registered
with, or an application must be submitted to, the American Miniature
Horse Registry.
All NJ-Bred AMHR Minis must nominate ANNUALLY to compete for
NJ-Bred Non-Racing Breeder Awards or to enter the NJ-Bred All-Breed
Horse Show. NJPB&O, Inc.’s Annual Nomination Form must be sent to the

categories will not receive monetary awards through the NJ-Bred program
and will not be part of the All-Breed Show since they are not recognized
by the AMHR.

NJ-BRED WELSH/HALF-WELSH PONY DIVISION
A. Rules
1. All General Rules of NJPB&O, Inc. apply. Membership, registration,
nomination, and show certification rules must be followed. An annual
nomination renewal form must be sentyearly to the high score
award chairperson before any points won at shows will count for awards.
2. All ponies must be registered with the American Welsh Pony and Cob
Society of America, Inc. and entered under their full names. Ponies under
one year of age must be eligible for registration. Half-Welsh ponies are
eligible to compete in classes designated for half-Welsh.
Section A ponies must not exceed 12.2 hands, and section B ponies must
be over 12.2 hands but must not exceed 14.2 hands. Section C ponies must
not exceed 13.2 hands. Section D Cobs 14.2 hands and under may
compete. All Welsh ponies must show in their proper section and may not
exceed 14.2 hands.
All animals age six and over must either present a copy of a WPSCA
or AHSA (sic) permanent measurement card or be measured before being shown
in either breed or performance classes.
All performance animals under six must present a copy of either a
WPSCA or an AHSA (sic) measurement conducted during the current
competition year or is measured. (Sanctioned Show Rules, WPSCA, 1999,
Art. 102, p.2)
3. The Welsh Pony Class specifications, rules, and judging will be as
listed in the current rules of the WPSCA as well as the USEF current rule
book.
B. NJ-Bred Welsh Pony and Cob
Breeding Classes
1. Ponies must be shown in at least three (3) NJ shows, under at least
three (3) different judges, in the category for which they wish to qualify
for awards. Animals may show before more than three (3) judges, but only
the best five (5) placings will count towards year-end awards. Owners must
submit NJPB&O score reports from three (3) judges regardless of placing.
2. Participation in the NJ-Bred All-Breed Horse Show is mandatory for
breeding awards.
3. Award points may be accumulated in Welsh Pony Classes at NJPB&O,
USEF, WPSCA, and other approved shows. The Garden State WPSCA show counts
as two shows.
4. Only scores from approved shows in approved classes with two or more
ponies entered, shown, and judged will count for year-end High Score
Awards. If only one pony is shown and judged, it will only count as a show
attended, and no points will be given. But if a pony is shown in a class
with only one entry, and a championship class is offered for which he
qualifies, the championship class will count for points if there are two
or more ponies shown and judged in the class. Championship points will be
the same as for first and second place winners.
5. Credit will be given for the first six places only, plus Champion
and Reserve, regardless of the ribbons offered.

accumulated from shows offering Open Pleasure-Driving, Dressage, Endurance

2. Ridden Dressage and Combined Driving awards will be based on the
average of submitted scores.

C. NJ-Bred American Crossbred Pony Halter Classes:
Ponies must be shown in a least three different shows in NJ under
three (3) different judges, in order to qualify for High Score
Awards. Exhibitors may count a maximum of five (5) shows from the
above shows which would include USEF shows, the All-Pony Show and the
NJ-Bred All-Breed Horse Show.
Participation in the NJ-Bred All-Breed Horse Show is mandatory for
Halter Awards.
Halter class scores to count in classes at approved shows with two
or more ponies entered, shown and judged. If only one pony is entered,
shown and judged, the class will be counted as one of the three
required shows, but points will not count. If a pony is shown in a
class where he is the only one and a Championship class is offered for
which he qualified, the Championship class will count for points if
there are two or more ponies shown and judged in the
class. Championship points will be the same as for first and second
place winners.
Credit will be given for the first six places only, regardless of

Ponies scoring the highest number of points will win the
final awards. Scores will be kept by the exhibitor. Scores will be
checked by the division high-point chair and/or the division chair. Send
in all show records on show certification forms regardless of
placing. See General Rules.
D. NJ-Bred American Crossbred
Pony Performance Classes:
American Crossbred Ponies must be three years of age or older to
compete for NJ-Bred High- Score Award in the performance division.
Awards are to be competed for in Open Classes (not restricted to
NJ-Bred Ponies) at USEF, ADS, and NJPB&O, Inc. approved shows held in
NJ. In classes over fences, class heights will be the USEF required
height. Open or Pony Pleasure to count for NJ-Bred American Crossbred
Pleasure Pony awards. For NJ-Bred American Crossbred Pleasure Driving,
Pleasure Driving Working classes to count for points.
Performance classes in the NJ-Bred All-Breed Horse Show and the
All-Pony Show, if offered, are double pointed. Participation in the
NJ-Bred All-Breed Horse Show is mandatory for American Crossbred
Ponies for High-Score Performance Awards.
Ponies must be shown in at least three (3) NJ shows, under 3
different judges in the category in which they wish to qualify for
awards. They may count a maximum of five shows. Only a pony’s top five
(5) scores, if they win or place in that many, will count for final
awards. Send in all show records on show certification forms
regardless of placing. See General Rules.
Points will count for placings in classes at approved shows with
two or more ponies entered, shown and judged. A class having one pony
shown and judged counts only as one of the three required shows, no
points will be given. Credit will be give for the first six places,
Champion and Reserve Champion, regardless of the ribbons offered.

Approved Shows
Points for
NJ-Bred Crossbred Children’s Hunter and NJ-Bred Crossbred Pleasure Pony to
compiled as follows:
2-7 ponies in a class, regular points; 8-15 ponies in a class, double
points; over 15 ponies in a class, triple points. The number of ponies
in a class must be certified by the Show Secretary.
NJ-Bred Crossbred Pony
Classes to Count for High-Score Awards:
Halter
1. Crossbred Colts – Weanlings and Yearlings
2. Crossbred Fillies – Weanling and Yearlings
3. Crossbred Colts – Two Year Olds
4. Crossbred Fillies- Two Year Olds
5. Crossbred Mares - Three years and over
6. Crossbred Geldings and Stallions – Three years and over
Performance
1. Crossbred Hunter Pony – Green and Open (USEF height)
2. Crossbred Children’s Hunter Pony (USEF height)
3. Crossbred Pleasure Pony
4. Crossbred Pleasure Driving
In Under-Saddle and Over-Fence classes the pony must be shown by a
junior exhibitor. In driving classes, the pony may be shown by either a
junior or adult exhibitor. Exhibitors under 12 years of age must be
accompanied by a qualified adult.
Crossbred Pony Under Saddle classes that are NOT a part of a Hunter
Pony Division will NOT count for high-score awards. Adults may ride in
these classes.
VII. NJ-BRED HACKNEY PONY DIVISION
A. All General Rules of NJPB&O, Inc. apply. Membership,
registration, nomination, and show certification rules must be followed.
An annual nomination renewal form must be sentyearly to the
high score award chairperson before any points won at shows will count for
awards.
B. All ponies must be registered with the American Hackney Horse
Society of Lexington, Kentucky and entered under their full names. Ponies
under one year must be eligible for registration. All ponies must qualify
as New Jersey Bred as per the rules and regulations set forth by the New
Jersey Department of Agriculture’s Non-Racing Breeder Awards. The
following specifications apply:
1. Halter
classes will be divided by sex with no differentiation according to
height. Maximum height of a Hackney Pony is 14.2 hands.
2. Halter or
Breed Classes are to be judged according to American Hackney Horse Society
Rules.
3. Short and
Long tails are acceptable in all classes.
4. Ponies must
be entered and shown in three (3) different approved NJ Shows under three
(3) different judges in order to qualify for year-end high-score awards.
5. Participation in the NJ All-Breed Horse Show and the NJPB&O All-Pony
show is mandatory for year-end high-score awards.
6. All scores
from approved classes at approved shows with two or more ponies entered,
shown, and judged shall count for year-end High Score awards. If only one
pony is shown and judged, it will count as a show attended, no points will
be given. Send in all show records regardless of win or lose. See General
Rules.
7. Credit will

covered by American Hackney Horse Society rules have been approved by
them.
10. Hat, apron,
gloves and whip are required in all driving classes.
C. NJ-Bred Hackney Pony
Halter Classes
1. Stallions and Geldings – all ages. To be shown at a walk and trot
on. Conformation, type, and quality to count 50%. Performance, manners,
and way of going to count 50%. Stallion tack optional. Ponies two (2)
years and over must be shown in a bridle and bit.
2. Fillies and Mares – All ages. To be shown at a walk and
trot. Conformation, type, and quality to count 50%. Performance, manners,
and way of going to count 50%. Mares to be shown in a halter or bridle
with snaffle bit.
3. Junior – All sexes, three and under.
4. Hackney Pony Model – All sexes and ages.
D. NJ-Bred Hackney Pony Performance Classes
1. Hackney Pleasure Driving, Working – a pleasure driving class in
which entries are judged primarily on the suitability of the pony to
provide a pleasure drive. To be shown both ways of the arena at a walk,
slow trot, working trot, and strong trot. To stand quietly, both on the
rail and while lined up, and to rein back. All entries chosen for a
workout may be worked both ways of the arena at any gait requested by the
judges and may be asked to execute a figure of eight. To be judged 70% on
manners, and way of going of the pony (ponies), 20% on the condition and
fit of the harness and vehicle, and 10% on neatness of attire.
2. Hackney or Harness Carriage Class – To be shown at an appropriate
two or four wheeled carriage at a walk, collected trot, and extended
trot. Must stand quietly and back readily. To be judged 75% on
performance, quality, and manners, 25% on turnout.
3. Novice Hackney or Harness Carriage Class – Open to ponies that have
not won more than three (3) firsts in this class. Same specifications as
Hackney or Harness Carriage class.

Chairperson for current year classes. A listing of approved shows will be
published separately.
